Welcome
The Florida Department of Transportation (FDOT) District Six is developing the design plans to implement Business Access Transit (BAT) lanes along SR 968/Flagler Street and SW 1 Street from SR 9/27 Avenue to SW 6 Avenue, in Miami-Dade County. Refer to the project map below.
Purpose & Need
The purpose of this project is to improve transit ridership and reliability by implementing a dedicated bus lane. The SR 968/Flagler Street SMART Demonstration Project will be implemented on a segment within the SR 968/Flagler Street Premium Transit Project Development and Environment (PD&E) Study and will include converting one travel lane on SR 968/Flagler Street and one travel lane on SW 1 Street to a Business Access Transit (BAT) Lane, applying appropriate pavement markings, and installing signage to inform the public of the enhanced, dedicated bus infrastructure.

Related Project Development and Environment (PD&E) Study
The SR 968/Flagler Street Premium Transit PD&E Study covers SR 968/Flagler Street from approximately SR 821/HEFT to the Downtown Multimodal Terminal (at Government Center, NW 1 Avenue) and also includes a segment of SR 90/SW 8 Street from SW 147 Avenue to SW 107 Avenue, SW 107 Avenue from SR 9/SW 8 Street to NW 12 Street, and NW 12 Street from approximately NW 122 Avenue to NW 107 Avenue.

Work To Be Perfomed
- Restriping the curbside lane for bus only use
- Placing red pavement to designate BAT Lane
- Upgrading roadway signage and pavement markings
Once construction is completed, FDOT will monitor the operation for one year and collect important performance data to measure the effectiveness of the transit and safety improvements. Additionally, FDOT will engage in a comprehensive education campaign for the community, which will take place two months before construction commences in 2024. This campaign aims to inform and educate the community about this new service.
Maintenance of Traffic
Construction of the Demonstration Project is anticipated to begin in fall 2025. During construction, temporary lane closures will occur during non-peak hours. Pedestrian detours will be established with clear signage. Access to adjacent neighborhoods and businesses will be maintained.
Public Meetings
Public involvement is an extremely important component of this project to inform citizens about the project. FDOT encourages public participation without regard to race, color, national origin, age, sex, religion, disability, or family status.
A Public Meeting was held on Thursday, June 15, 2023 at 6 p.m. Interested persons had the opportunity learn about the project and review the scope and schedule. The meeting was held simultaeneously online and in-person and consisted of a formal presentation which may be viewed under the Documents and Publications tab on this webpage.
